Don’t usually overclock but if I can overclock slightly to hit 144FPS, I might do it

Which brand is a better choice?

What game? Not all games will let you hit 144fps even on a 2080Ti.

Or, you can go for a cheaper card and reduce image quality settings.

If you don't care so much for looks n are going for highest value in terms of performance over price, can just go for the palit basic gtx 2080 ti.

I saw some benchmarking done. The difference between the slowest and fastest rtx 2080ti was only 10 to 15% more. But the price is easily 30 to 40% more.

But some people will be thinking since they are already paying obscene amounts for a card, why not pay more for more bling, better cooling, higher clock speeds etc

10 to 15% more? Doubt it is by that much. Look at the FPS. it's more like 0-6% more.
10-15% would have been considered a 3080 Ti if Nvidia has its way.

Get the cheapest with the longest warranty. Palit or zotac. Evga if u want to watercool it

Well if you're not overclocking it, getting the cheapest might the wisest choice. The high tempretures of the dual fans cards are still within the means of how Nvidia designed their cards.
