Rtx 2080. price premium for eye candy effects while compromising frame rates. I thought rtx 2080 msrp is $799, not $699
Radeon 7. Smaller price premium ($699) for 16GB HBM2 with 1TB/s bandwidth for professional application such as content creation. It is meant to be a workstation card. Workstation card will suffer a small penalty when use for gaming.
GTX1080Ti. Cant or very difficult to buy new card now? Older process tecnology. Less ram than radeon. Less eye candy features than rtx.

and if gaming-wise...who's gonna use 16gb hbm2?
ppl seems to just like...oh its nvidia..ray tracing bad, tensor core useless. amd woah 16gb hbm2 so much awesome.
