why first call always engaged?

Not sure if thread belongs here..

i use galaxy S4.
fren use Ipone.

I noticed that when I call (S4 to Ipone), almost always will get engaged message. 2nd call then get through.
Ipone to S4 no problem.

this happens even when we sit side by side and he is not on the pone.
anyone knows why??
