Click on the conversation icon on the member you want to PM.

If the button is not available, means the person disabled his PM function.

And also, please don't do create thread at EDMW next time.

I have dropped you a private conversation (PM) message and noted it was well received.

The initial restrictions might be due to minimum post count limits imposed on new junior member accounts for spam prevention.
