Probably mandate to set at 25. Never specific AC supply or return so set at supply which saves more power and reduces OpEx.

For bigger size people should set at 18 degrees instead. 25 degrees too hot

Nowadays the aircon like so bad, dont know if turn down lower purposely or didnt maintain.

Confirm turn down coz save electricity. Or they worried later overload the power grid and breakdown again.

Worst is don't want over maintenance, the aircon run out of gas and they don't even know.

If their supply is set at 25 I think the return will be closer to 35. And the carbon filters will have their work cut out for them.
