wifi calling and receiving SMS

Question - does starhub prepaid allow wifi calling? If yes, are these calls free when calling to Singapore number while overseas?

How about calling overseas numbers over vowifi - what would be charges, if any?

Calling using wifi (VoWifi) does not mean the calls are free. Its still routed thru the Mobile operator and its charged as per your plan.

Foreign IP addresses not allowed even if WiFi Calling is available for StarHub Prepaid. This is true for all 4 carriers. Not all Singapore-origin IP addresses are allowed too.

Also, if you're on roaming, you might never get VoWiFi to work. This is blocked on carrier profile level and (sometimes) network level.

TLDR: Don't even try. It's a silly time waster. Either pay for pay-per-use roaming or idd from local prepaid if you're MyRepublic Mobile / TPG SIMBA customer in supported destinations, use those solutions.
