It does look like there rest of the system will be the bottleneck but its not that clear cut. There are a lot of moving parts from the OS, to the application, game you are running etc.

If you play on 1440P ur CPU wont bottleneck ur game. 1080P your CPU might not catch up with RTX 2080
FYI GTX980Ti still can compete against concurrently cards like Geforce 1660ti.

Thanks. I can still play most games at near max, but start to have some tearing and a little stuttering. I play at the native resolution of my monitor, which is 3440x1440. A lot of heat generated also, feels like a small heater under my desk

If you sell what are you going to get? Its best to wait for 3000 series but if u do that you will need to use something less powerful for a while,...
Hmm, perhaps will buy a cheap card for the time being as I'm busy with work and don't game much. Then will see if the price drops for the 2800Ti/2800 when the 3000 series comes out, unless the lower end 3000-series prove to be competitive from a price/performance ratio. Won't go for the highest end cards but maybe 2nd or 3rd place should last me another 3-4 years.
It's common for PC to run hot under such resolution.
Newer component may run hotter so suggest upgrade to a better chassis
if you are not using one.
Decent chassis with adequate cooling with:
- Front fan
- Exhaust
- Top and bottom
