Win 10 Product ID

Did an upgrade and the initial Product ID is

0x33x-2xx20-0xx00-Axx97

After that create new iso with Media Creation Tool for Fresh Install and now it's

0x33x-8xx00-0xx00-Axx18

In future if I fresh install using the same iso via bootable Thumbdrive; the Product ID would change again?

The product ID does not matter (except for retail Win 10). Your comp is validated through a hardware signature stored on MS servers.

Or is it because prior to Fresh Install I plugged back all my 4 HDD back hence the Product ID capture new changes in my whole setup?

Windows License tied to your motherboard... ;)
