Win 8.1 Reformat

Hi I'm new to Windows 8, previously using Win 7 I would require a boot CD in order to format but from my understanding win 8.1 have a function "remove everything & reinstall windows" is it equivalent as formating from a boot CD? Can anyone explain to me where is the win 8 system stored? Am I required to reinstall all my drivers which came along with my OEM machine? Or it will retain my drivers? Thanks
