Windows 10 cannot shut down

Anyone got this issue before?

Upgraded from Windows 7 to Windows 10.
But when click shut down, it will then go to the Windows login screen and stay there.

Check Intel thermal management Engine drive (if I remember the name correctly). Short name is something like "IME".
Has this problem on my notebook before.
