Why not 10 or 8.1?

Because I need to reinstall for my laptop that came with Windows 8 key.

Is Windows 8 still can upgrade to Windows 10 for free?

IIRC windows 10 can be activated with windows 7/8/8.1 key

If can get a friend to use a usb to download windows 10 for you you can install it that way.
And yes it's still free, I have a friend building a new system using his old key.

Why not just download and image it onto a USB stick?

Install windows 10 and use windows 8 key. Or you can do a upgrade to windows 10 on the laptop and check the activation status just to be sure

Yeah but I think OEM keys cannot.

Can, I'm using Win 10 Pro upgraded from OEM Win 8 key.
