Windowscodecs.dll is not designed

After a forced windows update, I'm encountering windowscodecs.dll error, can't install Nvidia driver and the latest windows update keep forcifully install itself as I try to uninstall for troubleshooting.

Latest windows update is KB5012117

Any pro could help out?
