I have seen the temperatures for Hangzhou, what you are describing is a little overkill, especially with daytime temperatures hovering in the two-digit range, though nighttime temperatures can be cold. Perhaps omit the thermal layer, I am sure you will be quite warm with a normal cotton tee, wool sweater (or any kind of sweater, even those that you wear in Singapore), with a down jacket to top it off. My reason is because the down jacket is usually sufficient to keep yourself warm. Also, during the day time when you are feeling a little stuffy, you can always take off your down jacket, leaving your sweater on, or you can take off your sweater, leaving your down jacket on.
