Appears that the body has been damaged or compromised, so the cost to everyone is not zero or just the cost of drug in the needle.

Would think it is better to get a copy of the book which is quite enlightening to read instead of a tldr.

Yes, the prophylaxis is not profitable for drug companies. MOH has been spending huge amount of taxpayers' money in banning it.
