I changed at a money changer on the street leading to the Chinese Embassy facing a multi-storey carpark. Didn't manage to take a picture of the shop

Here's a picture of the map of the shop given by my hotel concierge (location is circled in black). Quite a few Singaporeans changing in front of me earlier.
