I bought from starhub plasa singapura before, no contract required.
Can call the starhub sales to enquire about stock availability. At that point of time, the cso also inform me that i can buy the phone without contract at RRP price of 299.

Yes many bought without contract from telco. Dont buy from flippers.

This is done on huawei mate 7 before. It should work on redmi note 3. But u need to be careful on the sim card that is to be glued on the sd card
