The fair weather foreign talents, or the local talents who were so horrified and disgusted at the trajectory SG is taking that they voted with their feet?

I meant local talents who were now being strongly encouraged to return Sg, by whatever means I dunno lah. But u see other countries they all have same initiatives, us, china, India, vietnam. They all calling their own talents back to own country to help by dangling a lot of carrots in front of them.

It's the developing countries to look out for....the hungry ones.
If we are late to the game just means we have to put double or triple effort loh, like our founding generation. Better than be sitting ducks....maybe next year I will really have no choice but to take on overseas assignments just to continue to make myself relevant. :(

Google search for "vietnam silicon valley" (without quotes)

Just to be clear, we talk about policies, not politics here. Particularly those that affect the economy. Chill everyone.

Ah that. Fair enough.
Also depends on 2 specific factors to be honest.

First is where resources are being spent to attract people back. Usually this is in the form of outreach events (e.g. Singapore Day) at target cities which have disproportionately large numbers of SGreans.

Second if whether those who left managed to integrate into the host society successfully. At least from what I observed in Tokyo, the lot of SGreans who tend to stay within the Singapore clique eventually go home. Whereas those who expanded their network do not even have the slightest of intentions at all.

Of course. Those who connect with other expat Singaporeans are those who are more comfortable with other Singaporeans in the first place. They are there for either business or career reasons, and never intended to stay for long.

Those who merge into the local scene (aka go native) left Singapore with the very intention of joining another society.

You still attend the outreach events?
I stopped going about 2 years ago after attending for the first few years.. Though the food is good (they usually cater from Banquet), I felt out of place. Sorry to say but where I am, I seem to feel that there are more new citizens / PR as compared to Singaporeans..
