i think the free whatsapp don't apply for calls, only messaging, but CMIIW

It does. This is the fine print:

** Unlimited WhatsApp does not include video calling. Voice calling is capped at 10,000 minutes per month.

But this is against net neutrality.

But the telco clarified later on Tuesday that consumers may also keep their line as long as they use it as a primary number at least once every three months - including receiving one-time passwords for online banking and shopping.

So it it every 3months you receive otp one time you are safe? Don't need purchase addon?
