for Australia, need apply ETA online and pay $20. but with APEC card, you dont need to.

I am using speedy immigration, also need to submit.
So since free, submit.
If not may drag you some time, be it written or online submission by phone.
If you walk APEC, and no need submit, that's good for you.

They are under connecting flight under same booking using codeshare or same airline. Same like many people taking CX from SIN-HKG-TPE, Flythru Sin-KUL-TPE/NRT/HND?
