My guess is that the tunnelling access shaft for PUB work (in red) caused some soil movement, which ruptured the water mains pipe (in blue). The gushing water from the ruptured pipe then displaced a large amount of soil, accelerated the creation of the sinkhole. The freshly repaved road was probably just a temporary but ineffective patch over an underlying issue that hadn’t been properly identified and fixed. I also won’t be suprised that there were telltale signs like increased water/soil ingress into the access shaft (in red) recently due to the ruptured water mains but this wasn’t seriously taken as a warning sign

Why should there be hole? I thought all the road should be concreted filled up... then worse case only road got cracked only... i mean is something wrong somewhere for this case?
