that's a PMD, not an ebike

PMDs are banned on roads.

On the other hand, Ebikes are allowed on roads (and encouraged to do so to avoid pedestrian shared pavements)

some of them are actually legal, although most are illegal.
it depends on whether they register under the old scheme (blue tag).
There are some who registered with blue tag scheme and thus are legal, as long as they dont modify their bikes.

Blue tags are no longer given out, but those bikes which registered under that scheme last time are still allowed to be used and ridden on the road.
