Route 1 is usually preferred. Getting to Taichung from Taoyuan Airport is easier and also with more option. Bus/HSR/TRA. Easier to get onboard the bus in the morning for CJ as well.

Either way, i reco the following,

Taichung 2D1N(If flight lands early in the morning would be the best)
CJ - 2D1N
Hualien 3D2N
Taipei is up to you.

And then all you need to worry is getting TRA from Hualien to TMS which IMHO is easier but still need advance booking to be safe.

By the time you reach Hualien if not late noon also afternoon already..So just relax abit go cycling and such..Next day do a 1 day Taroko.

Can take bus from TC to CJ then book driver from CJ to HL..

hualien - tai ru ge-hehuanshan-cj-taichung-taipei

just start from bus to tms from airport .
or u can take train from taoyuan.
