im trying to keep within 2.5k budget while reusing things like my case and pc fans, although i heard if im getting 13th gen cpu it can run hot so might need to get a good cooler. and yeah i heard hogwarts is poorly optimised and currently bottlenecked by cpu :/ using i7-8700k rn
Yes it's true especially for Intel k parts since the TDP is at 125watt so definitely need a new CPU cooler.

Everything can reused except CPU, motherboard.
RAM wise change to a 32GB kit than sell off both the RAM kits.
Take note before change CPU and motherboard, backup any data on your SSD first.
As on a new motherboard you need to install a fresh copy of Windows, Windows 11 is
recommend for Intel 12/13th gen CPU.
CPU cooler wise depends on what case you are using so I can't recommend one
without knowing what case you are using.
