Is the budget too low ? What is the minimum cost ? Computer noob here :D

Dont worry 700 more than enough :) wait for nippon to give u his recommendation

My recommendation: (All from best bargain, sls, 05-02)
CPU + MB : i3-3210 + ASROCK B75M-DGS ($221)
Ram: Kingston PC3 12800/1600Mhz 4Gb ($43)
HDD: HITACHI 500GB 7200RPM SATA3 ($64)
Graphic Card: Palit -GTX650TiOC 1G ($194)
Bundle: CM ELITE 335,370,371 w/PSU 400w ($92)
Window 7: ($115)

Total Damage: $729

Try to get a cash discount of $29, plus not every of their component is the cheapest around.

If currently/future got budget upgrade to 8gb ram and best is top-up that cash discount to get a better PSU.

Made some changes to my previous reco to fit in an i5. In the future, if you play more graphic intensive games and upgrade to higher end gpu, dual core cpu might be a bottleneck.

CPU & Mobo: i5-3450 & Gigabyte B75M-D3V @ $317
Free 4GB ram
ODD: Samsung DVD RW @ $22
HDD: Hitachi Deskstar 500GB @ ~$60
GPU: Powercolor 7770 1GB @ $157*
Case: Sharkoon T5 @ $63
PSU: FSP Raider 450W @ $68*
OS: Windows 7 Home 64 bit OEM @ $110

Total: $797

As for best bargain CM Case & PSU bundle, i'm not sure what type of PSU do they bundle with the case, could be those cheapo $10-$20 lousy quality PSU. IMO, go for more reputable PSU brand such as Seasonic or FSP.

Hmm, yeah the built is not perfect, esp when coming to that PSU to be honest. Should be Coolermaster Elite Power 400W.

Cooler Master Elite Power 400 W Power Supply Review | Hardware Secrets

Surprise myself, real manufacturer for this model is FSP.

Not the best but should be sufficient for your need as your system would only need about 180w based on the review by tomshardware below.

But consider your current budget i had to take their(best bargain) cheapest bundle of PSU and casing.

If you want an i5 take i5 3350P, top up $76 dollar to get that.

Read about this CPU here

As to the PSU and Casing you can consider nippon's recommendation.

What router are you using and what is the distance between your router and desktop?

For cooling system wise, Sharkoon T5 comes with 2 pre installed fans. No need to add additional fans as there are only 2 fan slots.
