Not sure is it the same case, but my fren just bypassed the condo security, mc and police, he went to neighbour's door directly to confront him.

It took a few loud confrontations and the noise level dropped tremendously.

It appears that the direct approach worked out.

Recent rumours are that the offender is really worried about being knifed.

Something about what could be hiding in the rolled-up newspaper.
We also went straight to the door of our upstairs neighbours in our condo. The management office is useless in this respect.

After the last time when our neighbour simply dared us to complain to the management office, I got a mechanical ceiling thumper from Taobao during my PRC work trip. Need to hit back then people will behave.

My friend used manual knocking at high volume to get the attention of his neighbour late at night.

The neighbour has since maintained the peace and quiet.

It could be the timing of his visit.

One night, he let them make the noise first till they settled down.

Then my friend waited a hour and then he went up to knock on their door to confront them.
