403 errors and how to resolve them?

I encountered 403 - Forbidden trying to assess the forum from windows pc. Can't figure out what's wrong. Mobile phone has no such problem within the same home network. Any idea how to solve?

Hi coyote, have you tried clearing cache and cookies? it has been rather successful - so far from the feedback of those who had problems.

Somehow I rebooted to linux and the forum loaded successfully. Upon returning to Windows, the forum loaded successfully also. Didn't try the 'clear cache' method. Thanks for yours and everyone's help.
