Because after fall of Tang the warlords and 节度使 all become 一方霸主. So it takes some time before someone unify them again. 辽契丹 is strong then. The central king kowtow to Liao to be in power until one king refused then Liao invade to remove him

I recall this TV series was about the following:-

赵匡胤 （1st emperor of 宋朝）（acted by 林明哲) conquered 南唐, last emperor was 李煜 (acted by 李文海）. Then later 赵匡胤‘s younger brother 赵光义 (acted by Mr Unbelievable 陈天文）killed his elder brother and became 2nd emperor of 宋朝. He then poisoned 李煜 to death.
