1 What exactly is this Singapore QP?
This is a programme which must be all completed by all individuals (from any disciplines) who aspire to be professional accountants. The Singapore Accountancy Commission (SAC) is pushing for global recognition of CA, Singapore which will increase the job mobility of the CA as jurisdiction of other countries will also recognise CA Singapore as professional accountants through the link-up with other professional bodies, including ICAEW, AICPA, Chartered Accountants of Canada, Institute of Chartered Accountants of Australia. This is still in progress.
2 So are you saying that the current status of CPA Singapore is not globally recognised?
CPA Singapore is still recognised by certain jurisdictions but Singapore QP seeks for enhanced global recognition through the aforementioned link-ups. For example, going forward, you may actually apply a job in London citing that you are also an ICAEW member as long as you are a CA, Singapore, once the link-up has been formally finalised. This is what you cannot do as a CPA Singapore. In any case, the designation CPA of Singapore will be superseded with the term CA of Singapore. Going forward, there will no longer be any CPA Singapore designation.
3 What? But I am already a CPA Singapore. In this case, are you saying that I still have to go through the QP programme again to get the designation of CA of Singapore?
No. In this case, existing CPA Singapore are known as “grandfathers”. You will be granted automatic transition to becoming CA Singapore. However, please take note that while you are CA Singapore in name, in substance, you will not be entitled to the global affiliation with other professional bodies that SAC is actively seeking link-ups with. In short, if you want to be a CA Singapore and cite yourself as also an ICAEW member in future, you need to go through the Singapore QP to get that official CA Singapore status to enjoy those link-ups that SAC manages to secure.
4 I am not interested in the global affiliation as I have gotten my ACCA which is already an internationally recognised professional qualification. However I have not gotten my CPA Singapore yet. Am I still in time to apply for CPA Singapore?
Yes, you just need to make sure you become CPA Singapore by 31 December 2013 so that you can be grandfathered to CA of Singapore designation. Given that it takes 6 to 8 weeks to process the application and there will be a rush for the application of CPA Singapore, it is important that you plan early in advance to sit for and complete your 5 days pre-admission course (PAC) and make sure that you meet other conditions which include possessing the approved entry qualifications and the attainment of a minimum of 3 years of relevant work experience at the date of your application.
5 I’m not in time to meet the cut-off. What now? Can I still be an auditor or accountant in Singapore?
Yes, you can. Singapore currently does not impose any restrictions or require an individual to be a CA of Singapore to hold the position of an accountant or auditor. However, if you intend to be practicing accountant, you will need to be a CA of Singapore. In addition, if you are applying for a commercial job, it gives you an edge if you are a CA of Singapore as it represents a professional qualification. 6 If I want to enroll in the Singapore QP, do I need to have any pre-requisites? Currently, the Singapore QP is only open to graduates. Hence, if you are not a graduate, you will not be able to enroll in the Singapore QP. In addition, if you are a graduate from overseas colleges or universities, the college or university must be recognised by SAC before you are eligible for enrolment.
7 I am not a graduate but I am an existing ACCA member which is also a professional qualification. Can I apply for Singapore QP?
If you are currently a non-graduate with an ACCA qualification, you are not eligible to embark on the Singapore QP. As per point 4, if you are interested in getting a CA Singapore, you should try to meet the cut-off by 31 December 2013. However, please bear in mind that this is only in name so you are not entitled to the full-fledged benefits of being a CA Singapore.
8 How about me? I am also not a graduate and have just started my ACCA program and I won’t be able to finish by ACCA program and apply for CPA Singapore by 31December 2013.
If you have already started your ACCA program, as a transition measure, you are given until 31 December 2016 to complete the ACCA programme and apply for CPA Singapore from ICPAS to be “grandfathered” into the CA Singapore designation in name.
9 I am an overseas graduate but of a non-accounting discipline but am keen on taking Singapore. Can I take up Singapore QP?
Yes, you may. However, you can provide me the name of your university or college so that we can find out from the SAC as to whether your college/university is accredited by the SAC.
The official transitional programme will be announced in Feb/Mar 2013.
