I recently used tourpass to pay on taobao and it worked just fine. But after the first payment, taobao/alipay keeps saying that the Bank of Shanghai card is not a supported payment method. I don't even get the QR code on the payment page (it was avaible at the top the first time i used tourpass).
I tried to reorder from different shops and the exact same items as the first time but its still not allowed, so it has nothing to do with the items/price/shop. I can't figure out what the problem is.
I've activated my alipay to 2nd level (passport verification) so I shouldn't have exceeded the payment limit (RMB100,000) yet.
Really frustrating.
Call Alipay to check if they can help you.
You have a few misunderstandings.
1) AliPay Tour Pass is not meant for Taobao, that requires China AliPay wallet linked to China bank card. First time success may be system problem. I can only guess then the system starts to identify your wallet as a China AliPay Wallet and refuse to recognise the Tour Pass.
The limit for the Tour Pass is RMB2000 and valid for 90 days.
How much is your Taobao purchase?
2) Yours is not level 2 verification, it requires Passport and a China bank card. The limit is very high for the bank card transactions (RMB 10k-100k per day, RMB100k-unlimited per month) depending on the bank. The limit for the balance is RMB100k per year.

3) Lesson learned, use AliPay Tourpass for its intended purposes. Do not try to use it to pay for Taobao.
4) You can, however, based on the report here, after setting up Tour Pass, top up your AliPay balance by asking friends with China AliPay account to transfer to you. This is probably a loophole for now, but you can then use that to pay for Taobao or Street vendor. The limit is unknown now.
