I live in an older condo but because we got 500+ units, our maintenance + stinking fee ain't high. The resident committee members also play a part, if inside is all like old uncles and cheapo kind, u see your property declining like mad. if u wanna buy resale condo, make sure its the bigger development kind, more residents(victims too) to rode in money to upkeep.
