mai lah mai lah wah mai...
going to tong for 2016 for directx12 optimized cards.

Considering DX 11 took 5 years to be fully implemented by developers since it launched in later 2009 ( Finally need a real DX11 card to run some of the recent games in 2014 or it won't run), you need to wait till 2020 before buying a true directX 12 card ...

GCN 1.1 and above cards like the 290 or Maxwell card like the 980 should be able to run most of the DX12 features during the transition period.

They will "work" but like the DX 11, it will reach a stage where only a real DX 12 card work. Backward compatibilities will only cover so much until the hardware lacks required components.

E.g Some DX 11 games can actually runs on DX 10.1 cards as long as it don't use advanced features like hardware tessellation.

Just a question, if different GPU work on different part of screen, won't it result in different fps on different part of screen? And result in some tearing/glitch? Even if same, also quite hard right to make it same fps across two parts of screen?

A card that has feature level 12 or FL 12_0 at the minimum. Details ... well you have to wait for NDA to be lifted or maybe there'll some info at GDC.

Maxwell first gen cards are not FL 12_0 possible even though it's "Maxwell". Even I have doubts that 2nd gen is...
