Hi want to ask, for guaranteed 3 bid coe (no top-up), have anyone faced any situation when after 3 bids the authorised AD tell u that they cannot get the COE and make u top up?

Seems like they will either ask u top-up to GB or refund u deposit.
GB = higher comm for them mah

With the current coe c coe went up to 40k yesterday . I don't think is worth of giving up passenger car and saved the money for a commercial van.

Well it depend on how much you need it?
Given you gone for a NG bid, sadly to say that luck is not on your side to get it at the price you want.

So if you still need it, top up lo.
If not, take back the money.
