1. intel platform for a long time since sandy or ivybridge overclock is based on overriding the turbo multiplier table while the turboboost flag is bios enabled.
Did nothing wrong there is probably something else. But if u wanna protect ur cpu while oced can enable overcurrent protection, current max cap at around 100A than 255.50 (no protection). There's an Intel datasheet that mentions the CPU reliability cannot be guaranteed over 100A sustained on 95W TDP Skylake-S cores. You can take it a step further by capping the max wattage.
2. Mention enough to pinpoint its cpu fault. Follow instructions but keep info you picked up suggesting its the chip. You basically have to exhaust the checklist before you can get to the next level of support then the case manager tell you how to do the RMA.
