thats gonna be tough i think. you are looking at either a 980Ti or a fury x at the minimum to play all games at ultra settings. Thats already 1100-1200 which is a huge chunk off your budget. you need a 650W PSU to power that GPU and reasonably an i5 processor and 8gm ram.

Your budget very workable....depending on the games you play.

Monitor will eat a chunk of your budget. If your 'Peripherals' include a $150+ mechanical keyboard and a $50+ mice, then you have a lot lesser to work with.

Try to narrow down on what mouse/kb/monitor you want. Especially for peripherals, because it usually comes down to personal preference than asking someone to pick for you. Can be $15 KB+Mouse combo, can also be $350 HappyHacking KB + $200 Mouse.

Simple i5 + 8/16gb ram + 200mb ssd should come up around $700-900+ for the entire PC excluding GPU depending on the luxuries you spend (Casing, more storage, OS, more RAM, better cpu, better mobo).

Then the rest just splurge on GPU. Your budget can def fit GTX970 or 390X. If you playing latest AAA games and expect to run 120+fps at max settings though, consider upping budget for 980TI/FURY X or wait for next gen GPU coming out late Apr/May.

Top tier gpu is always ~1200. Gaming monitor budget should be 3-400 to be safe. That's already 1600. Throw in kb and mouse and its 1700. You get decent mobo + i5 processor will be maybe 550. For such a system i5-6500 is good. 8-16gb ddr4 can be ~170. Psu 650w maybe 150-200? A cheap case maybe 100-150?

You will have to choose between G-Sync and FreeSync monitor based on your graphic card and you will be tie down to AMD or Nvidia camp for at least a couple for years unless you have the moolah to change your monitor and graphic card yearly.

Unless you use a dual monitor set up. One freesync and one gsync. Doesnt matter which card you use then you just game on the one with whichever sync suits you:)
