All depends what you want to do...
If you're just concerned with light general browsing then you can probably just find the cheapest option.
If you're planning on doing latency sensitive activities like gaming, you might want to check which providers have the lowest latency to the locations you're connecting to.
Make sure to use a provider supporting ipv6, ipv6 is the future of the internet and those providers who don't support it are stifling progress and shouldn't be rewarded with your custom.

For plan with Pay TV only Singtel or Starhub. I just hope a new ISP with Pay TV will suddenly pop up. The bad of Starhub TV plus is that it is using android TV box and no more fibre TV box for new sign up. Some channels are no longer available. Fox HD, National Geographic Channels, Discovery and STARS Chinese Movies are no longer there.
Good point. If still need Pay TV, TS needs to check if the channels he needs are available from Starhub TV+ Pass.
Another option if Starhub TV+ is not good for TS. Keep SingTel TV, just switch the internet to M1. SingTel allows you to have Singtel TV while using other ISP for internet.

Bundle discounts are practically worthless these days, especially since SIM-only plans now don't count towards nominated lines for discounts, but are much cheaper anyway. CIS-SIM-only plans are likely your best bet, so shop around to see what works for you. You should try for yourself to see what operator works best for you, although online tools like Cellmapper (linked here for you and preset around town area, so just click to go there. Best viewed on PC though, since the mobile screen is too small!) can help you to decide by looking at the cellular towers near the places you frequent, such as home and work/school.
MyRepublic, while not IPv4 capable, seems to have very stable routes. You can get a discount if you use a promo code too, that benefits both you and the person whose code you're using. You should pay the one-time $50 for static IP, or else you'll be stuck behind cgnat - a bad idea overall.
TV, as mentioned - the local offerings are Singtel TV and Starhub TV+. However, do not discount the online offerings that are up and coming - many people eschew the local offerings (usually cos they are excessively expensive and very limited now) for others like Netflix, Viu, Prime TV, Disney+ etc... It really depends on what you want to watch, really. But if you compare the prices of local TV offerings vs what you get from those, you might find yourself very surprised. The only reason I am stuck with paid local TV is because of elderly parents who cannot get used to on-demand TV, but personally I don't watch cable anymore since it's not very enticing. In which case, just ensure your TV or box (eg, AppleTV, Android TV box) supports the app. There are still free-to-air local TV boxes on DVB-T2, so that's a basic option too.

Fox+ is only available to Singtel user. If add up the price of Netflix standard plan $15.90, Fox and TVB live zone $5.90 and HBO $13.90 already how much already? Honestly already $50+ or more. For Starhub homehub 2 pass is about $39/mth. Can get one English entertainment and one movies pass. Say internet $39.90. It give you $79.90/mth. I still have 4 mths free. Still have Netflix and BBC player. TVB is $1. Bundled plan cost less.
For most users 1gb is enuff. 2gb feels 0.5 sec faster

As mentioned earlier for some case it is good deals. I never say all cases. For some it is not cheaper for bundled plan. It depends on the promotion price and what are the channels the user watch. For me it is cheaper. My family and I watch English entertainment pass and movies pass and Netflix so it is good deal. I have 4 months free and I just hope it can be 6 months free in future.Your example is not accurate.

I made it explicitly clear, it depends on what they want to watch. As with any choice, it is usually not all-encompassing.
If the overall bundles include all the user wants, then fine, go with it. If it doesn't, then don't be closed to the reality that it could be available elsewhere. This also needs to be said, since I've been a long time pay TV subscriber: channels disappear. If your TV operator no longer has rights to the channels they used to air, they will just get removed from your TV bundle. This has happened to me with Starhub over the years. But when you are bound 24 months to the TV contract, you just have to accept it until the contract runs out.
Also, some shows are exclusive to certain channels - AppleTV, Netflix, Prime TV - they all have their own exclusive distribution rights.
