the dealers manipulate it that way . they are the ones outbidding each other, not the customers.

higher loans means higher commissions.
it is not the dealers money , they wish it was $500k for the COE..

as long as phv drivers are part of the bidding process, they will have impact on the COE prices given that their motivations and financing are different
so they can bid more agressively which in turn will drive up COE prices
