For as long as private owners can do phv, they will continue to pay for high prices. So a separate category should be for those who wants to do PHV. Private owners who do not want to do phv should have a separate category. To find out how many coe to allocate to phv category, jusr see how many private cars are doing declared as phv. Then set as 50% of that for the phv category.

All those that did not bid for phv cannot do phv. Should they want to do, they will have to pay an additional fee to convert.
With a few rounds of bidding, one will see the difference in price. Then adjust the quota accordingly.
Also, bidding is done now by car companies. This should be eradicated and should only be done by individuals. With the data, if one has successfully bidded for one coe, one should not be allowed to bid for another in the next 36 months. This prevents those flushed with cash to keep bidding. And if coe is returned, one can only get back 70% of the value. This will prevent insincere bids.
