yup. instant.

At first i use my phone to check and went to the wrong place to look.

Only when i use my com and click on the enquire bid online and key in my IC number den i saw that my COE successful

Believe most wun bother as long as your SE managed to get your COE for you. Since u have already signed on the sales aggreement.

is called Guarantee COE within the next 6bids (just before your car arrives)

Answer is nobody know. Is not necessary top bidder win. If you monitor COE bidding, major buke of bids come in only some last 10 to 30 minutes.
Dealer is controlling the out come of successful bid unless something screw up.

did you really monitor? KM also cashier (milk cash out of you).
when COE price drop, the price never drop. a few times in last few COE bidding rounds when is at $30k
