I believe he's trying to chiong the red light, hence the high speed.
The red man is already out + high speed suggest he's trying to speed across before the red light turns green.
But he didn't expect the green light to turn so fast so he ebrake.

Think probably cause from far saw that the adjacent traffic still moving. Thus assumed not so fast light change. Therefore chiong. Only to meet with light change when reached junction.
Think those who use traffic crossing alot will know. Quite some traffic lights if don't press the pedestrian crossing button the pedestrian walking light won't even come up.
Got alot of silly people out there is hai-si-lang. First to traffic light don't bother press for pedestrian crossing. Then those who came later one all assumed its pressed already. Since the first person is already there and standing so close to the button blocking it.
End up when traffic light change and traffic move, the pedestrian light not up. All stunned tio. Some will just cross since its safe to cross given traffic just move. Rest will just gong-gong stand there wait for next round. And remembered to press the button this time. But will be a long wait when its a big junction.
That's why at times can see why some people ham-tum the button again even when they came later. Cause won't know in front all are gong-kia or not, never press in the first place.
Anyway, given the unreliable performance of the pedestrian walking light. Quite some won't bother cross just base on the pedestrian crossing when they came late to the crossing and see light no change. For this no change can often be so when there is no other pedestrian first at the junction when traffic light change and traffic just started moving.
So, they become flexible and adapted to watch the adjacent traffic and traffic light also. So as to to further gauge if its still safe to cross. Since its still pedestrian crossing time, just that no one press for the crossing, thus the light won't change, but doesn't mean its not ok to cross.
Think this may be the case for the cyclist bah. Saw that the adjacent traffic still moving. But think he made the wrong judgement. Cause more important is need to see the adjacent traffic light got change or not. If not, its still ok to cross. If already red, then its not ok to cross. Regardless if the rest of the traffic still moving or not. Cause traffic light change will soon to come. Which is what this case perhaps.

At 12 sec, traffic light turned amber (for adjacent traffic)
At 15 sec, traffic light turned red (for adjacent traffic)
At 19 sec, dashcam side the traffic turn green, that's when the cyclist fell over
There's about 4 sec of reaction time when the traffic light turn red to slow down liao.. even longer if consider the amber
If cyclist based his judgement on moving cars, then it's not accurate as we all know many cars will try to squeeze across the junction to pass red light during heavy jam

That's why think the cyclist misjudged. Should have continued to look out for the adjacent traffic light change when moving up close. If change for red already should not cross. Regardless of traffic still moving or not.
If got observed, think usually if adjacent traffic light still green, as long as cross onto the road already, even if adjacent traffic light change red then, still will have time to cross finish one. Given the few seconds transition time for different light change and few seconds motorist reaction time to move off from light change. But its a no no when its red already. Will not have enough time to cross finish one.
