I also encounter big PMA, which usually used by handicap. But how come non handicap can also use it? I can see the rider (go-food or grab food) can walk around.
I am OK with this as long as it mean for handicap persons.

Because no need to be certified to use a PMA. Also it is not against the law to use the PMA even if you are not handicapped or not certified by Doctor.
