some of them are actually legal, although most are illegal.
it depends on whether they register under the old scheme (blue tag).
There are some who registered with blue tag scheme and thus are legal, as long as they dont modify their bikes.

Blue tags are no longer given out, but those bikes which registered under that scheme last time are still allowed to be used and ridden on the road.

must catch them, send for inspection and have the inspector point out to them that "look, there is no Internal combustion engine here. only battery and the motor in the back wheel"

and also print this fact on a piece of paper with a chop sign + verified

then LTA will understand

these are not ebikes or power assisted bikes (PAB) but personal mobility devices that pretend to be a motorbike. illegal to go on public roads. ebikes or PABs need to pedal for power. these type is throttle or fake pedal.
