Technically, it's between israel and hezbollah. The regular Lebanese armed forces is sitting this one out, just like the previous ones. They are not making any effort to intercept israeli missiles or even fighters.....Israel could send its ground forces and occupy southern Lebanon and the Lebanese army would still not react.

Basically Israel has free reign of Lebanon.
