CPU Processer running at 100% all the time.

I encountered high cpu usage and frequent freezing last year and you know what, it is the mouse that is causing the trouble.

scanned for virus already. did have 2 viruses but killed them.

Something is fishy about your chrome, I just opened 32 tabs on chrome, plus a tab with youtube playing some random stuff, and after they're loaded, cpu usage is hovering between 1-12%.

What extensions do you have installed?

Also, you scanning and killed viruses doesn't mean that you're free from it; it might also mean that your anti virus software(s) failed to pick up the rest :o

Sadly I don't have any in mind to recommend, because I don't use any av software.

You might want to try removing your chrome totally and reinstalling it, or switch to another browser altogether...

Precisely. Tabs that views webpages only has almost 0% cpu usage. Only tabs with youtube video playing will consume about 4% cpu usage. The 50% cpu usage for chrome is ridiculously high.
Suspect ts either have lots of chrome extension installed or have some nasty virus, bitcoin miner or malware infected the pc.

I use malwarebytes anti malware and avast antivirus combo. And scan once in a long while to clear any malware, adware bitcoin miner virus etc. Don't really like the default windows defender.

Depends on what type of user you are. If you are the type that surf only clean sites, google.com, hardwarezone vice versa and don't download anything from torrent sites. Then yes the default Windows defender and no AV with Windows updates should be sufficient.

If you are the type of user that have to visit some unknown site or download torrent regularly an AV would be recommended as a sort of protection because you never know what sort of malware or virus the exe files you might have downloaded. Even certain china chinese webpages can be malicious.
