Here is the text from your image in simple free text:

*3. Earmark Period*
Ensure Participating Amount remain in the Participating Account for earmarking (Earmarked Amount) and maintain the Earmarked Amount for an approximate 12-months period from your registration date to the earmark release date (Earmark Period), according to the schedule below. For the avoidance of doubt, the registration date is taken to be the day the registration form or instruction was submitted to the attending DBS/POSB staff.
Why so troublesome? The tnc link is here

You were planning to give them the type of business they are looking for?

What business are they looking for? Like buy shares ut sp insurance, take up loans, take up fresh funds deposit promo, transfer shares over, forex?
Probably more interested when you do structured notes, or those type of insurance where you cannot DIY but need to go through them kind

Can't find option to start the saveup account in the app
Same, also can't seem to find it, while it is still listed here - https://www.dbs.com.sg/personal/digiportfolio/insights.page

All i can see are these 5 when i login
- Wealth Bulder Portfolio
- Autopilot
- Asia ETFs
- Global ETFs
- Income Portfolio

If you just want the investment to clock for multiplier, can also look at the
- Asia Portfolio
- Income Portfolio
I see that both also just required 100 SGD monthly.
Or alternatively, the standard 100 SGD RSP into any eligible ETF or funds

I remember my last round, the same night itself, $ would already been earmarked..
