few question need to ask

1. can i open a dbs account in taiwan? (i am a sg) (min how much?)
2. can i transfer dbs sg to dbs tw (i assume if i have acc in tw)

So, it's pretty clear that DBS Taiwan Money Exchange has better rates compared to those in Singapore.

However, how about if we use our DBS Singapore ATM card to withdraw NTD in DBS Taiwan's ATMs? Anyone knows?

Yes you can use DBS/POSB ATM card to withdraw NTD at DBS Taiwan ATMs, and you won't be charged the $5 withdrawal fee

I tot of saving transfer if I will to need to transfer money to Taiwan friend, rather than use PayPal.

Then no other choice left for you.
Alternatively, is to get someone bring the money over for you.
Also depends on how much as you are not allowed to bring too much overseas, and into Taiwan.
