From what I see the DBS is mainly in Taipei, Tainan, Taichung and Kaohsiung?

Nothing in Taitung and Hualien.

However, how about if we use our DBS Singapore ATM card to withdraw NTD in DBS Taiwan's ATMs? Anyone knows?

Yes you can use DBS/POSB ATM card to withdraw NTD at DBS Taiwan ATMs, and you won't be charged the $5 withdrawal fee

Alternatively, is to get someone bring the money over for you.
Also depends on how much as you are not allowed to bring too much overseas, and into Taiwan.

Unless you got 2mil NTD available for deposit, then got chance to open account.
