I don't know why you posted such things to me
I am not advocating the cleaners must have the exemption they continue to have
I am saying what happened to that law and an exemption was given to them which you can argue they are abusing, though the argument can be made they aren't & they still can be charged
Anyway they do rummage the bins in public as part of their job
No — rummaging for own collection is *not* part of cleaner job scope.
Cleaner's official scope per NEA / Town Council contract:
*What they ARE supposed to do:*
- Clear bins and bin centre, compact waste
- Wash bins / bin centre
- Clear litter around bin area
- Sort only for "official purposes" — e.g., removing bulky waste, ensuring recyclables don't jam compactor
*What they are NOT supposed to do:*
- Rummage through public bins to collect cans/bottles for BCRS 10c refund
- Set aside piles of recyclables to sell privately
- Open bagged household waste to search
In fact, most cleaning contracts say:
> All recyclable materials collected during work remain property of Town Council / NEA, not the worker.
That's why if cleaner does it, the company can take disciplinary action — warning letter, retraining, or retrench / redeploy if repeated. It's considered using work time for side business.
NEA's clarification after BCRS:
- Cleaner can pick up a can *while clearing* (like on floor) and return for 10c as personal? Grey area — but cannot open bins and dig.
- If they systematically rummage bins / HDB chute area / recycling bins — that's illegal even for cleaners, same law as public.
