always have a big debate with my wife about "sacred discard" rule. SG mahjong have this rule, cannot win on same tile within the same turn, it is too unfriendly among friends, as you are "aiming" or targeting the losing player to pay.
i play International style (or MCR style), they allow to win on same discard. I think it valid to win on the same tile, because that tile can be the last tile in the game, and the excuse for not claiming the win previously is that there is still a chance for "self-draw" to earn more points.
so end of day, we agree that sacred discard rule enforced, wife decides on the rules. ...hahah
I get where you are coming from. But to be fair, you have to factor in that other players may have the same tile that was discarded and may discard (towards late game) to play "safe".
So if the next player follow and discard but you game from him / her instead of the player before. It's not really fair also since you could have won when the 1st player threw your winning tile.
It's somewhat like a "trap"
Played some non-shooter games which allowed the rule, but of course its one of the house rules that was declared before the start of game. To be fair, I think non-shooter games it's OK but shooter should be a no. It's too unfair to the 2nd player who "followed" the previous players to discard the same tile.
