need to find a provider that can do 3rd party port in (so your transfer ownership portion is covered)
depend whose name u using, if their name, can try the senior route at main telco for port in then port out (make sure plan have no contract)
and also at the lowest contract terms
the main telco sure can
i didnt try this option since a long while ago, but some may be on exceptional processing so u have to self validate with them or read all the mvno port in terms to see if its supported at this point of time
