Enable ART for note 4

The first thing you're going to need to do is enable the Developer Options. Go to Settings> About Phone, and scroll down to Build Number. Tap on the Build number 7 times until a notification pops up and says that you've unlocked developer options.
Press back to the previous settings menu, where you should now see the Developer Options menu. Jump in there and tap on Select Runtime. Select ART, and you'll receive a warning asking if you would like to switch from libdvm.so to libart.so."

Would this improve performance?

Only if u know what u are doing..

Can fellow bro explain what is ART so to make sure we will not have whining here later?

It make your device hot. And when you boot up it will need to optimize apps and delay. Switch back.dalvik

Just wait for Android 5.0 lollipop. ART will be the only option for it. :)
